Swatch++ is, as one might suppose, derivied from the same concept that
drove swatch (by Todd_Atkins@EE-CF.Stanford.EDU). This concept is
that while syslog is all fine and good, it does not have the ability
to take context sensive actions and the actions it can take are very
limited. It would be much better if there was a mechinism to process
the log files as they are generated and take arbitrary actions based
on the text of the syslog messages.

However, swatch had a few problem, as we saw it: it did not perform
threshhold alerts, the commands were not as configurable, and the way
it worked (generating a secondary perl script which was then called)
seemed to us to be potentially a security problem (security was very
important in our application).
